Program Overview

  • The Emirates Leadership Initiative Program, a partnership between ADSG and the Harvard Kennedy School, has developed an 'Implementing Policy for Public Value' executive education program.

  • Participants work together on specific policy development and implementation challenges related to their roles. They analyze the challenges, constraints, and desired outcomes, while applying key learnings and takeaways from the program to move forward with concrete ideas.

    The program provides a common language and understanding between different levels of seniority, so that the government entities involved can take their ideas back to their departments and execute their strategies.

Director Generals & Executive Directors in Abu Dhabi Government

Interested participants can submit their nomination to the Abu Dhabi School of Government ambassador within their entity, or through the registration link

Participants must commit to attending all sessions in order to receive the certificate, and come prepared to read, discuss, debate, and be challenged by the faculty and each other to get the most out of the program. Reading will be shared with the participants by Harvard Kennedy School.

A focus on creating 'public value propositions' that command legitimacy and support from a variety of stakeholders to enhance policy effectiveness.

Stakeholder identification and engagement

Policy implementation and supporting operations

This stream focuses on policy implementation strategies that seek to achieve high performance and impact through innovative approaches and strategies.

Collective impact

Focuses on the challenges and opportunities leaders and organizations face as they seek to pursue large-scale collaboration and collective impact strategies alongside initiatives to enhance policy outcomes.

Decision-making and behavioral insights

The module introduces participants to the common pitfalls of group decision-making and leading them to examine how these tendencies affect their own behavior.

Faculty Chair

James P. Honan (Faculty Co-Chair) is the Faculty Chair of the Emirates Leadership Initiative Executive Education program and has served on the faculty at the Harvard Graduate School of Education (HGSE) since 1991. He is a faculty member at the Harvard Kennedy School (HKS), a member of the Executive Committee of the Advanced Leadership Initiative at Harvard University, an Educational Co-Chair of the Institute for Educational Management (IEM) and is Faculty Chair of Non-profit Financial Stewardship (NFS) at HKS, a fully online executive education program

James has global experience in teaching and leading executive education programs and professional development institutes. His teaching and research interests include financial management of non-profit and education organizations, strategic planning, organizational performance measurement and management issues, and higher education administration. He holds a B.A. from Marist College (NY), an M.A. and Ed.S. in Higher Education from George Washington University (DC), and an Ed.M. and Ed.D. in Administration, Planning, and Social Policy from Harvard University

Deval Patrick

professor of practice and co-director of the Center for Public Leadership

Deval Patrick is a professor of practice and co-director of the Center for Public Leadership at the Harvard Kennedy School. Patrick is a graduate from Harvard College and Harvard Law School. After law school, he clerked for a federal appellate judge and then launched a career as an attorney and business executive, becoming a staff attorney at the NAACP Legal Defense Fund, Assistant Attorney General for Civil Rights in the Clinton administration, a partner at two Boston law firms and a senior executive at two Fortune 500 companies

He teaches a seminar on business and government interactions to second year Master in Public Policy students (BGP-150Y); a seminar on business and public policy for students in the second year of the Kennedy School and Harvard Business School.

Tarek Masoud

Professor of Public Policy and the Sultan of Oman Professor of International Relations at Harvard University's John F Kennedy School of Government

Tarek Masoud is a Professor of Public Policy and the Sultan of Oman Professor of International Relations at Harvard University’s John F. Kennedy School of Government, where he is also Faculty Chair of the Middle East Initiative and the Co-Chair of the Emirates Leadership Initiative

His research focuses on political development in Arabic-speaking and Muslim-majority countries. He is the author of Counting Islam: Religion, Class, and Elections in Egypt (Cambridge University Press, 2014), of The Arab Spring: Pathways of Repression and Reform with Jason Brownlee and Andrew Reynolds (Oxford University Press, 2015), as well as of several articles and book chapters. Masoud is a 2009 Carnegie Scholar, a trustee of the American University in Cairo, a member of the editorial board of the Journal of Democracy, and the recipient of grants from the National Science Foundation and the Paul and Daisy Soros foundation, among others. He holds an AB from Brown and a Ph.D.

Janina Matuszeski

Lecturer in Public Policy

Janina Matuszeski is a Lecturer in Public Policy. Her interests include program evaluation, development economics, political economy and research involving digital map data (GIS). Most recently, she worked for Oxfam America as Senior Research Coordinator, Community Finance Department, overseeing the operational and impact research for Oxfam America’s Saving for Change microsavings program in Mali, Senegal, Cambodia, El Salvador, and Guatemala

Prior to this she served as as a water and sanitation Peace Corps Volunteer in Mali. She also worked at ideas42, a microfinance research center at Harvard, focusing on small business development projects in India. She holds a PhD in economics from Harvard University, with specialties in development economics, political economy and macroeconomics, and a BA from Amherst College in chemistry and physics
